In ninth grade year, I was basically stuck inside all day and due to strict parental restrictions, wasn’t allowed to do any outside ecs. The only ec I did was poetry as a hobby online. Will elite colleges understand a lack of 9th grade ecs because of COVId?

Like anything else, most colleges care about your 10th and 11th grade more than your 9th grade. So you need show an upward trend in your ECs. Regardless of being at home distance learning during 2020-2021, many students still had impressive ECs that got into top colleges, especially in the community service leadership category.
Probably. You can write a statement in the "additional information" section of your college application, although you should remember to just state what happened with a small explanation (no complaining).
