On school profile document, my school's SAT average is 1180 (580 Math, 600 Verbal) & 2/3 of students are low income
I have a 1400 (680 R, 720 M).
I am looking to apply to colleges like Harvard, Duke, Boston University, NYU, WashU, and more. Should I still submit SAT (and to which schools?)
Hooks: Low income, first gen, excellent extracurriculars (global nonprofit w substantial impact), good essay, good LORs
GPA: ~95.5 (highest GPA is prob 97/98)
Am wondering if submitting SAT will hurt my chances of admissions?
If you are a low-income high achieving senior, I recommend applying to Questbridge.

I would only send in scores if you're close to or within the average range of accepted students. For most of the schools you listed, you should be good. But for Harvard, you're about 60 points outside the average range.
Your grades are strong enough that you don't need a standardized test score to make up for them. Since you're so close to the average range, I'd check your scores against Harvard students with your specific background. You can find this in our Chancing Engine after adding Harvard to your School List, and as long as you're not much further, then I'd recommend submitting it.

Majority of the applicants that choose to submit SAT scores to these universities will have 1500+ scores. Those who don't will apply test-optional. Thus, applying with an SAT score will put you at a disadvantage. It's better to either apply test-optional or try to raise your score.
Maybe you should submit it, but if you really care about getting into these schools and think you can do better on the SAT, I would sign up for the October SAT (can you get a fee waiver?) for your ED school, unless you're not doing ED, and/or the December SAT for regular decision schools. In context of your other stats, 1400 isn't bad, but if you can do better, you should try.
