Is moving around a lot considered "special circumstances that may have affected academic achievement"?

So I moved a lot beginning 4th grade (I used to live in London until 6th, moved back to India, and moved to the US halfway through 7th grade and lived in diff states) and I believe that my lack of prep for college (i.e. college apps, AP/rigor courses etc) is because neither me nor my parents knew anything about these things and we had no one to tell us. Can I write about this for this question: Have you experienced any special circumstances that may have affected your academic achievement?

I would say that all of the moves you have done would count as a special circumstance. If moving hurt your academic performance, you only have to explain any grades on your transcript that are a C or below. Hope this helps!
