I'm currently in sophomore, and my grades are basically A+s and As, but i got 2 Cs this year, do i have a shot in the best universities?
Honestly, most likely not. 10th and 11th grades are the most important years for grades so you need to convert the Cs to Bs.
If you are talking about your 9th-grade report card, then you do have a shot if you get all As going forward.

But, not all hope is lost. If you manage to accomplish something extraordinary during your remaining high school years (ie. founding a non-profit, creating a major business, founding a worldwide humanitarian project). Ivy schools obviously want students with a perfect 4.0, but they also take students with less grades if they had a major impact on their community.
Yes you do, continue working hard and make sure you get the best grades possible throughout high school to have the best shot of getting into one of the best universities. But also make sure you try taking AP/honor classes as well as doing extracurricular activites to increase the chances of getting into the university of your choice. ALso, try to get a transcript and get a few letter of recommendations from teachers.
