The form contains sections of scholarship and student loan which can be derived snd filled only after receiving a decision from Illinois Tech. Which is why i wonder if not submitting the form affect the process of my application being reviewed?

The simple answer is that if Illinois Tech wants you to submit the financial affidavit of support alongside your application prior to making a decision on your acceptance and financial aid package, you and your family should do so. It's not for you to question the timing of documents if it is part of their checklist of requirements. If you refused to comply, there is a good chance your application would be rendered incomplete.
Nevertheless, I think it would be a good idea for you to call the admissions team at Illinois Tech and ask them why they are asking for this form if you are not convinced you need to do it. They will clear it up for you. 1 (312) 567-3025
