I haven't taken the actual SAT yet but my PSAT scores aren't great.

Whether you should submit your score or not depends on what score you get. Don't worry about your PSAT scores, it's your SAT scores that will count. Prepare with the intention to submit your score to top colleges. Thinking that you'll apply test-optional will just make you complacent regarding your SAT performance.

No, it should not. Colleges affirm that not submitting SAT scores won't be a hindrance to your application. But, just to make sure you can look up a school's stats and check out how many students were accepted with/without SAT scores. Hopefully, that helps. But don't stress!
