Hi @Athifas!
First of all, I would like to clarify that it's called Common App, not Cornell application. It's misleading when you call it the Cornell application.
In the profile section of the Common App, you can find the Common App fee waiver eligibility criteria.
For the last point in the eligibility criteria, Cornell needs the following:
A letter from your school counselor/college advisor, or a representative from a social service or community agency, stating that the fee would cause financial hardship.
