Is there a chance for undocumented students to join scholarships? Are they able to apply for CA Dream Act?

So unauthorized migrants/illegal aliens/undocumented immigrants what ever term is used assuming they reside in CA they can pay instate tuition. And I’m not certain but UC and Cal St system schools are highly likely to have scholarships for undocumented immigrants.
