I am an international student who is planning on taking the sat or the act in fall of this year.
I am from Nigeria and have a class rank of 2/102,should I take the sat or the act.
And I don't have any extracurricular apart from cubing and a few hobbies,and I want to start writing.i am also interested in programming and dancing. Please can anyone suggest any extracurriculars for me. Do I need APs and IBs?

Whether you take the ACT or SAT really comes down to personal preference. Each test has its own rules (like calculators) and style, so you should really prioritize the test you're most comfortable with and can get the highest percentile in. I would start with practice tests for each (available online) and then set up a studying strategy from there.
APs and IBs are also good to have, especially as an international student. You really want to show that you are taking the most rigorous courses available at your school, and IBs are a good way to do that since it's a standard the college will be familiar with. If your school doesn't offer IB classes, then self-studying for AP tests would be a good backup option.
As for extracurriculars, I would start with what you already have. Are you in any CS or dance groups? Do you have any completed projects or accomplishments in either of those? If so, I would work from there and aim for the highest level of accomplishment possible (especially if there are any competitions near you). You'll want to show long-term commitment to your extracurriculars, so it would be a good idea to start or join them now so you can achieve more with them senior year.

Both the SAT and the ACT have their pros and cons. To decide which to take, attempt one practice test for each and then go for the one you're better at.
If your high school does not offer AP/IB classes, you don't need them.
Hobbies can be counted as extracurriculars (EC's) in most cases. I don't have much knowledge about what EC's are available in Nigeria high schools, but here are some EC's that can help: working as a dance/programming tutor, participating in dance/programming competitions, learning programming languages, becoming a part of your school's newspaper, and writing for a blog.
Since you're beginning these EC's in the middle of 11th grade, they won't sound very impressive to the admissions officers, but will still be beneficial for you from a holistic point of view.
