What's the difference between the TSI Assessment and Accuplacer test?

"The ACCUPLACER is a computer-adaptive test offered by The College Board. It is designed to provide placement and advising information for students entering college."

Adding to this, the TSI requirements can be waived by getting a certain score on both sections of the SAT (Math and English).
