How to get into American university as a student who lives outside US?

I live in Israel and want to get into an American university (I have an American citizenship). My academic achievements are good, but I didn't take the SAT/ACT, and I don't think these tests are even offered in Israel. When I'll finish high-school I'll have an Israeli diploma. Is the process I'm supposed to go through identical to the one every American student goes through? Is not taking the SAT/ACT a problem?

Note: In Israel there are no AP classes or student ranking. The system is completely different.

Not taking the ACT/SAT should not be a problem. Most colleges recommend it but it's not required. You can check if it's required for certain colleges on this website. I'm not sure if the process will be the same, but you could always talk to the college itself before applying just to check. No AP classes or student rankings shouldn't be that big of a problem as long as you have good grades/ and or other test scores. I wouldn't be too worried but I would recommend reaching out to the colleges you are considering and asking any questions you may have.
