I am going to take 21 dual enrollment courses by high school graduation. Is this a little too excessive?

So, I have already taken 11 dual enrollment courses, 1 AP, and six honors courses. By the end of this school year, two more honors courses can be added to that list. Next school year, my senior year, I only intend on taking one high school class and am going to do dual enrollment full time. Also, this summer I will be taking two dual enrollment courses. My unweighted GPA is 3.75 on a 4.0 scale and my weighted GPA is 4.23 on a 5.0 scale. Will this surplus of credits affect my college admission chances or is it too excessive?

While many colleges don't accept DE credits, they do still look to see how hard the classes you're taking are. If you're miserable doing this many DEs, consider dropping a couple because you really don't need thaaat many, but if you're okay with the stress and course rigor then there's no point in discontinuing these classes!

Taking a bunch of dual-enrollment classes isn't a bad thing. However, if the college you want to attend doesn't accept credits or if it doesn't match the courses they offer, you might be forced to take those classes again.

For example, some colleges, especially highly selective ones simple don't accept "outside" credits and they will require you to take those classes again. Duke is one of the colleges that does this, and they only accept 2 "outside" credits, mainly AP and the rest of the 32 credits are to be taken at the university.

Secondly, some colleges don't accept the credits simply because it doesn't match the rigor or difficulty of the course equivilant at their institute.

In the end, having excessive credits is by no means a bad thing. If anything, it raises your GPA, granted that you get a good grade in the class. But I would suggest emailing the colleges you are intersted in and asking if they accept dual enrollment credits.
