Extracurricular Activities in Lower Socioeconomical Communities

My question: How do we display our passion in a field (particularly public health) in a school that does not offer programs/opportunities?

Background: I tried to open an AP Biology class, but counselors shut me down, saying no one would want to take it, but I gathered a group of students of 10+. I am looking to shadow a public health officer at my local hospital ( I have no clue where to start emailing or calling). My school is not stem-orientated, but we do have a health academy. They did not offer much to public health regarding infectious diseases or global health. My goal in the public health career field is to work in lower socioeconomic communities combating health disparities and offer research to benefit such (I would word this more descriptively when I get more experience).

More background:

Hi, I am a high school junior. I am low-income and first-gen living in a lower socioeconomic community. I desire to major in public health and would love hands-on experiences such as internships and shadowing. However, all the internships in academic institutions are quite far (35-45 minutes), which my parents do not want to take. One internship I applied to claims to accept students who are of underrepresented communities (low-income, first-gen) and don't have many experiences within the medical/public health field but are extremely passionate about it. I did not get into this internship, but I read the description of accepted students, and the majority came from science academies and heavily funded high schools with science programs. I felt lost and frustrated. Oftentimes, I am nervous that not having these experiences affects my acceptance into colleges because I feel as if I do not display my passions as much as I express.
