Wharton Supplemental Essay prompt 1:
Answered

Write a short thank-you note to someone you have not yet thanked and would like to acknowledge. (We encourage you to share this note with that person, if possible, and reflect on the experience!) (150-200 words)

I wanted to seek guidance if I should write the thank you note to my parents, peers, etc., or should choose someone who might be in my competition or insulted me, which motivated me to do well.

Don't take a petty approach to this. I'm not sure who is your "competition" - a classmate also applying to Penn, an old bully? It looks like it definitely has to be a specific person and you shouldn't try to twist the prompt by writing something like, "Thanks for insulting me, you motivated me to overcome xyz." This kind of reasoning is a great theme for your CommonApp, but this simpler prompt sounds like they want you to give a genuinely grateful note to someone. Keep in mind that while 200 words isn't a lot, a lot can be said in 200 words if you choose your words wisely.
