Should I Submit a 1500 sat score (780 math, 720 English)

Are there any schools that I shouldn't submit this test score to.

Awesome score! Likewise, I would say check out the average scores of the schools you are applying to and compare. If you are applying to "normal" (non-Ivy) schools, I would say definitely submit it. If you are in the higher end of above the average score of the school, it is to your advantage.
