with the fafsa delay, can we expect a better aid offer if we continue to wait?

should we let colleges know our daughter's rank has improved from 11 to number 5?

Yes, absolutely! Reach out and let them know that your daughter has advanced ranking. If that will give you a better aid offer, I cannot say for sure, but it is definitely possible and worth a shot!
