I would recommend volunteering at any place available, and being as active in your community as possible! Even if that's just starting a free leaf-raking or shoveling service in your neighborhood, little things add up on your college resume! There's also the option of starting your own club, but that's daunting, and given your situation, will probably be very difficult. For internships, online internships for high schoolers are hard to find, but not impossible.
