I have extensive plans to start a non-profit dealing with clothing and donations which would be given to homeless shelters- I plan to engage schools from across Pennsylvania and hold frequent events like clothing drives.
Obviously this is easier said than done. I am a rising senior so in the few months I have I plan on developing this to the best of my ability. I want to eventually make this a collegiate level program as well- engaging still high school students but also college students.
Assuming I do extend this opportunity to enough people and do have a quantifiable amount of success to write on a college application, how should I go about explaining it that shows that I'm not done; that I wish to keep developing it into my college years?
Should I do that in the additional information section? Within the explanation of the activity? Should I not even say anything at all? Will saying something along those lines demonstrate tenacity or will it just look like fluff on an application?

Not sure if you still need an answer, LOL! Still... This is exactly what colleges are looking for. If you get quantifiable results by the time you have to submit your application, go for it!
Now, for where to put it... I'd use Common App, most people do, so here: the description of activities are locked to 150 characters, so focus on your impact over anything else there. You can say that you're the founder of the organization in the field labeled "Position/Leadership description". To say you want to continue with it, I'd just mark Yes on the part where it says "I intend to participate in a similar activity in College". You can explain further later on, or just continue it on your own, but Colleges would most like to see what you've ALREADY done rather than what you intend to do with it. They can assume you'll continue it based on your effort and results, so focus on showing that first! Good luck starting it up!
