am a high school student from Kashmir (International). I am planning to apply for the MIT undergrad program by the end of this year. I require financial aid both to study and for applying to MIT. It requires a CSS profile, and the application fee is 25 dollars, which is too much for me to pay, considering my family income and debt. For international students, there is no fee waiver for the CSS profile. This will prevent me from applying to any college, even MIT. Could you please tell me if it is possible to get a fee waiver for CSS Profile as an international student so that I can still apply to MIT?

Since you've already stated that you are not eligible for a fee waiver, I don't see how you'll be able to get one. One thing you can try is to call the admission office/financial aid office and seek help from them (although I doubt it will work).
I do understand that $25 is a lot, specially in a country like India but unfortunately, there is nothing much you can do about it.

How do I get my fee waived for the CSS Profile?
For U.S. citizens of low-income backgrounds, CSS Profile fee waivers are granted automatically for up to eight schools. You may be eligible for a waiver if any of the following applies to you:
you received an SAT fee waiver,
the parental income you reported on your application is approximately $45,500 or less for a family of four or,
you are an orphan or ward of the court under the age of 24.
Visit the College Board for detailed information on eligibility and how to apply. MIT is not able to offer a fee waiver directly.
There are no fee waivers for international students.
