Reapplying for university as a freshman

(International student) I am currently a freshman and I am planning to reapply for the next school year. I passed some international unis last year but I couldn't accept the offers due to COVID restrictions. Would anyone know how to go about the process? Like who should fill out your guidance recommendations, send transcripts, etc...

Start filling your application at common application or university portal. Then it is your school counselor who will fill the details about your academic stats

but which school councelor? I talked with my old high school one but they raised a concern regarding the transcripts. Since I'm currently enrolled in a university all my official transcripts are with them, and if I ask my high school guidance counselor to fill up it might create some discrepancies regarding it. Would it still be fine to ask my high school instead though?

Ok, so ur transcripts are in the college u r currently enrolled in. Try talking to ur college counsellor about this matter
