If my calculated chance (by collegevine) for a school is 46%, can I be fairly optimistic that I may get in?
Not that "I'll definitely get in" but would it be safe to say that the chance is okay and I can be optimistic about the prospect of admission?

Your chances are almost as good as flipping a coin for "heads" or "tails". Now if you have a few colleges with those good odds, then you are sure to get into one of them.
I agree with @CameronBameron. You can be optimistic, but you should still have more than one school with those chances just to make sure you get in somewhere. It will also depend on what specific schools you got a 46% CollegeVine chance on because these things aren't really exact, but it's definitely a good shot as long as there are no major red flags on your application.
