Parents do not fill out scholarships. All scholarships whether they are institutional (from the colleges) or from non-profits (501C ) like the Gates Foundation, Coca Cola foundation, Horatio Alger Foundation etc are intended for the students to complete.

In addition, typically all of the information including essays should be input by the student in their own words.

I would say yes. As a leadership aspect in general, you don't want to give the notion or vibes that you are not necessarily ready to take this next step in your career on your own. If you cant apply for you own scholarships, then you give the impression that you really aren't serious for college and it gives the allusion that you are not independent and always need someone to lead on. Colleges don't look for the people they need to baby they look for future leaders.
