Do UC schools use UC capped + weighted GPA for admissions instead of fully weighted gpa? Which GPA is the most important for UC admission?

It depends on which UC you apply to, they are all different.

UC colleges will look at both your weighted and unweighted GPA besides the UC Capped. However the 2 most competitive UCs like Berkeley and UCLA look at FULLY weighted and unweighted GPA.

FULLY weighted means you get 1 full point bump for APs, IBs, and UC approved honors and Community College Credits between 9th grade and 1st term 12th grade.

For CC credits, you only get a 1 semester credit even if the CC course counts as 1 year of A-G Subject requirements so that's a slight ding.

So if you are applying to 6+ UCs including UCLA, UCB, then different rules apply for each UC college you are applying to.

not sure if this is consistent with what other people are hearing but I was told by my counselor recently that UC's have their own way of calculating weighted gpa that doesn't necessarily follow the usually 5.0 for A's in Honors, AP, IB, etc. As in, they count certain Honors/AP/IB classes as weighted but not others. Again, this may be incorrect.
