Do elite American universities care about IGCSE grades?

I started my IGCSE's with mainly B's and C's and only 2 A's but by the end of the two years, I graduated with all A*s and As. Is this bad?

Of course, they care about IGCSE grades. It's great that you are on an upward trend which is what they look for. Sometimes a rocky start is better because it shows that over time you have challenged yourself and become more mature and focused to succeed. Good luck with the college application process.
