Test Optional

I have tried studying for the SATs and its very difficult for me. I am planning on submitting Test Optional as I just can't get my score above 1100. I have a ~3.94 weighted and ~3.69 unweighted. I got all As and B's until my Junior year were I got a C- in AP physics and C+ in Algebra 2 (I was in honors algebra 2, but the focus on the AP classes (Physics and History) was to much for me to handle. I wish i dropped out earlier, but it impacted my overall GPA. I am in a honors web design program at school and get As in that. I want t try to still try to comp science programs at Penn State, UMASS Amherst, TCNJ, Rutgers, Delaware as those were my top pics for schools to attend. Do you think I should try different programs at these schools and then transfer to their comp science? Thanks for the advice.
