It's not a for sure thing, I would recommend looking at scholarships independent of the school you want to go to, I'm sure there are a lot of those for international students. As someone interested in computer science, I know there are a lot of scholarships for STEM fields.
If you want my advice, and with the knowledge that I know nothing, look for other scholarships, get good grades, take AP classes, and do all of that stuff. You might get a full scholarship, you might not. I would also recommend looking at the college you want to go to, and see how they deal with scholarships and stuff. There's a chance that if you absolutely need a full ride, you'll have to go to a less accredited university.

There is no "requirement", you just need to give it your all in high school by getting stellar grades, participating in computer science related extracurriculars, and apply to schools that you think will be able to provide you with the money. Good luck and hope I helped.
The requirement is to do well in high school, do lots of interesting extracurriculars, and cross your fingers and hope you have lots of luck getting the 1 in a million chance to get a full ride as an international.

look at colleges that are generous with financial aid and scholarships. private, liberal arts colleges also have computer science available are known to be more generous as well (at least the lesser known ones)
