Should I apply EA to University of Tennessee with a weighted GPA of 3.62 and ACT of 27, my 1st marking period grades of Senior year are good so chances are my GPA will go up by mid Nov. Should I then weight to apply Regular Decision, or just apply Early action and I can update the college once my GPA and new ACT scores come in.

I think you have a high chance of getting into University of Tennessee, so you should definitely apply early action as that demonstrates interest. Once you get in, you'll most likely need to send in a mid year report regardless, so don't worry about that. Hope this helps!

Since your academic performance is competitive compared to the average admitted student (who typically will have a 3.5 GPA and 24 on the ACT), I recommend applying EA.

EA will benefit you so long as you have spent plenty of time in advance preparing your application. If you would have to rush to apply EA, however, I recommend applying RD to create a higher quality application. Hope this helps!
