If I don't satisfy all of a University's requirements but satisfy some should I still apply?

go to a high school with a Cambridge curriculum and most universities are asking for 5 IGCSE scores in their admission requirements website but due to circumstances I wasn't able to take those examinations. However I do have A level prediction scores and 4 APs that I self studied for. I'm worried if the missing IGCSE scores will affect my chances.
As others have said, I recommend still applying as long as you have time to send in a quality application. Colleges in the US evaluate candidates holistically, meaning that they take much more into account than just your academics. Extracurriculars, diversity, essays, teacher recommendations, extenuating circumstances, and more are all important too, sometimes even more so.
If your academics are not the most competitive for a college, but you demonstrate exceptional achievement in another part of your profile, admissions officers may decide that your other positive qualities make up for your grades and test scores. Informing colleges about your academic circumstances in the Additional Information section of every application system will also make colleges more lenient about your academics.

Can you elaborate a bit? What requirements are you talking about? Where did you find the requirements? Why do you think you don't satisfy the requirements?
