Suppose that I'm a college sophomore with 4.0 GPA with almost perfect SAT (1590) and ACT (35) scores and ambitious extracurriculars that I did during my years in college , but bad High School GPA (3.0) and not so strong extracurricular in high school, will I have a good shot at transferring to "TOP 25 Schools"?
Yes, you have an excellent chance to get admitted into T25 schools for your Junior/Senior year if you have a 4.0 college transcript and great test scores. Colleges are more lenient on your HS record the more you are out of HS and have proven yourself with college grades.
The most important criteria for colleges will be the following:
-Your college grades
-Your college course rigor shows you took hard classes and did well in them
-Your essay explaining your special story and why transferring is a win-win for you and the school
-Your professor's recommendations
-ECs you did in college like clubs or volunteering
-Test Scores.
The admission criteria are definitely different for transfers than it is for high school seniors. In many cases transferring into a college ranked say 15th to 50th is much easier than applying right out of high school. The opposite is true for the Top 15 colleges. Often it is harder to get into an Ivy, Elite, or Top Liberal Arts College like Swarthmore or Amherst as a transfer.
Transferring into say Columbia University, UVA, UCLA, UC Berkeley, or Cornell is much easier if you have spent 2 years at a community college or lower-ranked university.

If you want to transfer schools, then any college will take into account not just your college GPA and SAT but also your high school grades. What’s also important is your extracurriculars. They’ll take into account both your college and high school extracurriculars. I believe that you will have a good shot at transferring into a top 25 college based on what you have so far regarding both your high school and college experience and your coursework.
