I've been reading since October and I don't know if it would count as Community Service, a hobby, own initiative, etc (college vine wise and admissions)
I would personally categorize this as Community Service, mainly because you are volunteering to do it and are not getting paid. It wouldn't be Own Initiative because, under college vine at least, you would be starting a business/foundation/organization and making some sort of profit from it (or non-profit). You could put it as a hobby, if you do it for fun in your spare time. Although for admissions, in particular, it would definitely be community service, as it would be similar to reading at a senior center or library. I also think it depends on how you want to work the system and balance out your application; if you need more community service, then put it as that, but if reading at church is a hobby, then put it that way too.
From a college perspective, they want to see that you are helping the community, but have a main interest(s)/passion(s). Also, because you are only doing it once a month, it wouldn't make much of a difference, but if you keep doing it for a year or two, it would be seen as persistence or commitment (and, eventually, the hours will add up).
At the end of the day, and through all the what-ifs, it will be Community Service.

Reading in a public setting could be considered a community service event for college admissions if the admissions require some form of community service. Unfortunately it might be case-by-case as some colleges (and by this I mean more the individual reading your application over the institution) might not consider a church a viable community service situation where others might. However, I would say if the situation is more intentional in its community service and not just a casual reading (which it seems to potentially be more intentional since you're doing it once a month) I would say that it makes sense as a community service act.
And if you're going to use it in an essay or application it might hinge more on how you approach the dedication to aiding the community in your actions through reading to them, then it does on the venue, and during an interview you can very easily lean more on the community service act of it so I'd say in my personal opinion that yeah, its community service.
