No, but if you are "brilliant" you can apply for Fall 2024 and if you get accepted, you can defer your admission for 1 year and most colleges allow this.

You cannot because I checked and tried for myself to see how early you can apply and most if not all the colleges I checked only go up to their class of 2024 Spring or Fall semester.
