Will getting two Cs hurt my chances of getting into colleges like UMass Amherst or Boston College, or even UCONN?

I am a rising senior who just finished my Junior year. I got two Cs on my report card and now I feel like my GPA is going to drop. I also don't want it to hurt my chances of getting into college. The two C's were from an honors English and regular math class.

What was your previous GPA?

It's definitely going to hurt your chance but how much it hurts your chances really depends on your other grades as well as your GPA. I wouldn't worry too much since you have your senior year left to get your GPA back up.

Yes. Any grades below your average will hurt your chances. The question is whether or not it will be enough to move your application from the admit pile to the deny pile. This depends on how good the rest of your application is. If the rest of your application is stellar, you'll be fine. If the rest of your application is just barely good enough to get into those schools, then you will probably not get in.
