Yes, but make sure you still conduct the normal process when writing it, and get it checked by someone else.

I would say yes. It will give admissions officers something else to read and therefore more information about you, and if it's well-written, it may help boost your application.

Personally, I did the optional one and got in. Unless its poorly written, it shouldn't hurt.
