How do I know whether to apply as a first-year student or a transfer student?
Answered

I will be graduating highschool with a full enrollment in a local college that has given me about 25 college credits approved. I understand every school is different, but is there a way to know what to apply as?

Some schools say college credits AFTER highschool, but I will have taken college courses for two years at the time of my graduation.

I am not an expert on this at all, but I would say to contact the colleges with an unclear policy. Additionally, if you were NOT registered at a high school, likely you will be applying as a transfer student I would assume. However, I am unclear as what the amount of credits needed to transfer is... I hope this is at least a little helpful!

I don't have much knowledge in this area, but I think you should consult the registration school to see which one is good for you.
