Can I withdraw an Early Decision (ED) application before the admission decision is rendered? If so, does it depend on the policy of specific college/university and would there be a cut-off period from the ED deadline to withdraw?

Yes, you can withdraw your ED application before the acceptance date, but you would have to contact that college's admissions office about that. If you want more information on their policy and cut-off period, definitely ask their admissions office for additional information.
