GPA calculation unweighted vs weighted

Greetings -

I am a rising senior and have taken 14 APs and 3 honors in high school and I scored roughly A- and B+ equally in them.

My school follows 5.0 scale for weighted and honors. For others they use 4.0 scale.

Based on this they say my GPA is: 3.61 unweighted and 4.12 weighted.

Which one should I use when I apply to schools/evaluating my chances?

If your transcript primarily quotes your unweighted GPA, you use that on the common app. If it primarily refers to your weighted GPA, you use that. What you want to be 100% consistent about is self-reporting your GPA the same way it appears on your grade reports and transcripts so as not to cause any confusion.
