Can international students participate in UPenn ABCS?

Hi,

I'm interested in mentioning UPenn's "Diplomacy in the Americas" ABCS in my common app. However, it didn't mention if international students are allowed to participate in them. I'm wondering if anyone knows if international students can attend these?
