can a health issue that impacted my grades be excused?

so in 9thgrade i was having very bad stomach pains, it hurt 24/7 I couldn't eat , I couldn't sleep , I couldn't focus , it resulted in me going to the hospital multiple times, not being able to focus in class and a lot of missing work with tanked my cumulative gpa down to 1.5 gpa , sophomore year I went to see a specialist about it who gave me various medications to see what would work , the symptoms got better and I was able to focus up towards the 2nd half of the school year , now it is my junior year and my cumulative gpa is 1.72 and the weighted is 2.2 . would colleges take this into account ? i have some extra curricular and still have documentation of all of this
