The college I'm thinking of applying to has a 35% graduation rate. The other option has a 45% rate. Should I???? Is it risky???

That's a pretty bad rate. If you can, try to look into options with higher graduation rates, as it can be a strong indicator of how good a college's education is. However at the end of the day, numbers aren't everything. If you feel that a certain college is right for you, you should apply!
