UPenn and other top schools really look at your unweighted GPA relative to your weighted GPA and course rigor. So if you have a 3.89 UWGPA and 4.29 WGPA, they are evaluating how you challenged yourself with difficult course rigor. So while a 3.89 might be a low size for UPenn it looks good because it shows you took a bunch of APs or IBs and challenged yourself.
Keep in mind that GPA is only 1 aspect of dozens and dozens of criteria that UPenn looks at so you are not going to be accepted or rejected based on your GPA.
Remember that a school like UPenn rejects close to 95% of its applicants so many thousands of applicants are rejected with perfect 4.0 GPAs and perfect test scores like 36/1600 ACT/SAT.
Your 4.29 is a good GPA for any school but remember that is only a threshold number and you have to have a compelling EC narrative to be impressive to any T20 school these days.
