A lot of online volunteering opportunities are suggested to high schoolers by bloggers and even Collegevine requires an age above 18, such as the UN volunteering program and Translators Without Borders. In this case, is it right to just say that I am over 18 even though I am not?

No; it is not a good idea to say you are over 18. Lying can lead to a lot of consequences, as well as a guilty conscience. Never lie. Period. It normally does you no good in the end.

I would encourage you to find opportunities that wouldn't require you to lie.
