Are they required or recommended for the schools you're thinking about? If required, you HAVE to take them to apply there. If recommended, you have to take them if you're upper-middle class basically. For competitive schools, they want you to take the SAT IIs but only if it isn't a financial burden, which is why they make them optional.

UPDATE

Yes, you can get accepted to an IVY without subject tests since they are optional for the 2020-2021 Admissions cycle.
