What Can I do to help my college applications

I have a 3.6 gpa and im about to be a senior in the fall. I plan to retake the sat and lock in on studying to get an extremely high score. The only problem is I don't have much extracurriculars and Im not anything impressive to be honest. I had bad grades in 9th but almost straight As in 10th and 11th grade. I also plan to start a club for my senior year but no crazy research, passion projects, internships, nothing. I want to major in electrical engineering and want to get into a REALLY good school, Stanford or UC berkeley are my dream. If only I had taken college as seriously as I do now when I started high school. Please give advice.
