Deciding to submit my test scores

I have a sat score of 1310 (680 rw and 630 math) and an act score of 30 (26 math, 28 science, 32 English, and 34 reading). I don't think my test scores really represent how I perform in school. I have a 3.89 gpa, 4.59 weighted, and I'm ranked 7/395 in my class, which is why I don't think my scores accurately represent me as a student. I don't know whether or not to submit these scores for certain test-optional schools I'm applying to. I feel like if I do submit these scores, they'll decrease my chances, and I feel like if I don't, they'll think I'm hiding something, if that makes sense, and it'll decrease my chances. (idk if it matters, but I'm going into biochemistry)

For reference, here are some of the test-optional schools I'm applying to, as well as the average sat and act scores:

I feel like you should go test optional maybe because you're applying for biochemistry yet your math and science scores seem weaker than your English ones. However, it's your choice. To be honest, the schools should look at your application with or without the scores, If you don't put them on, they really won't consider them. It's one piece, but the application should be fine without it. However, I'm just a fellow student, it's your choice at the end of the day.
