I would not recommend skipping algebra 2, because based off my experience precalc is a review of algebra 2 and trig. It's very essential to understand both algebra 2 and trig in precalc as, while most of it is review, there are times where it can go beyond what was learned in algebra 2 and trig. Especially if you haven't taken trigonometry I do not recommend, because even if you do take trig and algebra 2 it precalc can still be challenging for some people.
